While selecting a tool in the toolbox that is not a brush-based tool, it is possible to change the layer blend mode with keyboard shortcuts.
There are, however several things to keep in mind:
1. Not every blend mode has its own shortcut.
2. There is absolutely no connection between the blend mode name and the shortcut…
3. If you selected a brush-based tool, the tool blend mode will change instead of the layer blend mode.
